Purpose
- To promote a democratic legal order by supporting and implementing transparent, fair, and inclusive tendering and procurement processes within the public and semi-public sectors;
- To promote sustainable communities and a sustainable living environment, including by encouraging open and responsible public spending that contributes to social, ecological, and economic sustainability;
- To develop and strengthen just, inclusive, and resilient societies by reducing corruption, increasing access to markets for diverse businesses, and promoting fair competition.
Policy Plan
SvOC pursues its objectives by partnering with governments, businesses, and civil society to promote open contracting reforms across Europe. Activities include supporting the implementation of open contracting data standards, providing technical assistance and capacity building, and advocating for transparent procurement at the European level. SvOC raises funds through grants from foundations, governments, and other institutional donors, and manages these funds in accordance with its financial policies and procedures.

Payment Policy
Board members receive no direct or indirect remuneration. A reasonable compensation of the expenses incurred by a board member for the benefit of the foundation is permitted.
Currently, SvOC employs no staff or employees.

Activities Report
SvOC was registered on 28 January 2026 with the Dutch Chamber of Commerce. An inaugural board meeting will be held to appoint its directors and adopt its policies. A full activities report will be published after the first year of operations.
Financial Statement
The first financial statement will be published within six months of the end of the 2026 financial year.
